Article 1 this regulation is formulated to reduce coal mine accidents and protect the safety and health of state property and coal mine workers

Article 2 all blasting operation sites in coal mines must prepare blasting operation instructions, and the blasters must carry out blasting operations in accordance with the instructions. The contents and requirements of the manual include:

first, the blast hole layout must indicate the height and drilling range of the coal mining face or the roadway section size of the tunneling face, the location, number, depth, angle and number of blast holes, and be represented by front view, plan and profile

II. The blast hole description table must indicate the name, depth, angle, type of explosive and detonator used, charge quantity, length of sealing mud, connection method and detonation sequence of the blast hole

III. the blasting operation instructions must be incorporated into the excavation operation procedures, and timely revised and supplemented according to different geological and technical conditions

Article 3 for blasting operations in gas mines, blasters, team leaders and gas inspectors must implement the "one shot three inspection system" and "three person chain blasting system" on site

"one shot, three inspections" is: before charging, before blasting and after blasting, carefully check the gas near the blasting site. If the gas exceeds 1%, blasting is not allowed

"three person chain firing system" is: before blasting, the shooter will effectively reduce the losses caused by earthquakes, hurricanes, tornadoes and other large-scale natural disasters by giving the warning sign to the team leader, who will send people to guard, check the roof and support conditions, and hand over the blasting command board he carries to the gas inspector. After the gas Inspector checks the gas and coal dust, he will hand over the blasting board he carries to the shooter, The shooter whistled for blasting, and the three cards returned to their original owners after blasting

Article 4 millisecond blasting shall be adopted in the mining face with gas or coal dust explosion risk. In the heading face, the full face must be detonated at one time; In coal mining face, grouping charge can be used, but one assembled charge must be detonated at one time

it is strictly forbidden to use two or more blasters to blast at the same time in a coal mining face

Article 5 when millisecond blasting is adopted in the mining face without gas or coal dust explosion risk, reverse blasting shall be carried out; When millisecond blasting is used in the mining face with gas or coal dust explosion risk, reverse blasting can be carried out, but safety measures must be formulated and reported to the chief engineer of the mine for approval

Article 6 open fire, ordinary detonating cord, non electric detonating tube blasting and paste blasting are strictly prohibited in coal mines

Article 7 when dealing with coal and gangue stuck in the coal sliding hole, air cannon can be used; If there is no other way, blasting treatment can be carried out with the approval of the chief engineer of the mine, but the following provisions must be observed:

first, the permissible rigid cartridge explosive for coal mine used for coal chute approved by the Ministry of coal or the permissible cartridge of coal mine not lower than this safety degree must be used

II. Only one coal mine allowable electric detonator is allowed for each blasting, and the maximum charge shall not exceed 450g

III. before each blasting, the gas in the upper and lower spaces of the blocked parts in the coal chute must be checked

IV. before each blasting, water must be sprayed to eliminate dust

v. people must be evacuated and power must be cut off in places that threaten safety

Article 8 in high gassy mines and solid coal bodies of mining faces with coal and gas outburst risks, for deep hole presplitting controlled blasting of more than 10m to increase coal body cracks and coal body looseness, grade II coal mine permissible explosives can be used, but safety measures must be formulated and reported to the chief engineer of the mine for approval

Article 9 in mines with gas or coal dust explosion risk, the top coal blasting operation is strictly prohibited in the top coal caving face

Article 10 the vibration blasting method used by the crosscut to expose the protruding coal seam must comply with the following provisions:

first, the heading face that exposes the coal seam must have an independent air return system. In the roadway on its air inlet side, two solid reverse air doors should be set up, and the air flow must be smooth in its air return system, and personnel are strictly prohibited from passing or working. Ventilation facilities such as dampers, closures, and air bridges connected to the return air system must be solid and reliable to prevent outburst gas from flowing into other areas

II. Special design must be made and reported to the chief engineer of the Bureau for approval. In the special design, the blasting parameters, the position of the reverse damper at the initiation site, the disaster avoidance line, the power failure, the evacuation distance and the warning range shall be specified

III. before vibration blasting, all boreholes and holes formed in the coal body should be tightly sealed, and the holes should be filled with water, or filled (or filled) with loess and sand

IV. the vibration blasting is under the unified command of the chief engineer of the mine, and the mine rescue team is on duty at the designated place. After blasting, at least 0 5h, enter the working face for inspection by the mine rescue team

v. for the first blasting of vibration blasting, the rock pillars and coal seams that do not collapse the full section of the crosscut must still be carried out in accordance with the relevant provisions of vibration blasting, and the support must be strengthened. Special personnel should be assigned to detect gas and observe the outburst omen. If the outburst omen is found during the operation, the staff should immediately withdraw to a safe place

VI. in order to reduce the intensity of outburst during vibration blasting, guardrails should be used for protection

VII. The support must be especially strengthened in the whole process of the Crosscut Exposing the coal seam, and there should be measures to ensure the safety of personnel in case of outburst

VIII. It is strictly forbidden to remove or recover the skeleton after the coal seam is exposed by the metal skeleton measures

Article 11 when charging, first of all, the pulverized coal or rock powder in the blast hole must be removed with a scoop or compressed air, and then the roll of medicine must be pushed gently with a wooden or bamboo gun stick, which must not be collided or tamped. The rolls in the blast hole must be closely connected with each other

water resistant explosives shall be used in the blast holes with moisture or water

after charging, the electric detonator pin line must be suspended in the air. It is strictly prohibited for the electric detonator pin line and blasting bus to contact with transportation equipment, electrical equipment, mining machinery and other conductors

Article 12 the blast hole shall be sealed with water blast mud, and the remaining blast hole outside the water blast mud shall be sealed with clay blast mud. The length of sealing mud shall be in accordance with Article 13 of this regulation

the blast hole sealing mud can also be made of noncombustible and plastic loose materials, such as clay blast mud made of sand, clay and sand

it is strictly prohibited to use pulverized coal, block materials or other combustible materials as blast hole sealing mud

blasting is strictly prohibited for blast holes without sealing mud, with insufficient sealing mud or with false sealing

Article 13 the depth of the blast hole, the length of the sealing mud of the blast hole, and the amount of water blast mud must meet the following requirements:

first, the depth of the blast hole is less than 0 Charging and blasting are not allowed at 6m. Under special conditions, such as undercover, upper brushing and roof lifting, if shallow hole blasting is really necessary, safety measures must be formulated and reported to the chief engineer of the mine for approval, which is comparable to ordinary flame retardants

II. The blast hole depth is 0 At 6 ~ 1m, the length of sealing mud shall not be less than 1/2 of the blast hole depth, and the amount of water blasting mud shall not be less than 1

III. when the blast hole depth exceeds 1m, the sealing mud length shall not be less than 0 5m, the amount of water cannon mud shall not be less than 2

IV. the blast hole depth exceeds 2 At 5m, the length of sealing mud shall not be less than 1m, and the amount of water cannon mud shall not be less than 3

v. during smooth blasting, the surrounding smooth blasting blastholes shall be sealed with blasting mud, and the length of sealing mud shall not be less than 0 3m;

VI. when the working face has two or more free surfaces, the minimum resistance line in the coal seam shall not be less than 0 5m, and the minimum resistance line in the rock stratum shall not be less than 0 3M, when blasting large rock blocks with shallow hole charge, the minimum resistance line and sealing mud length shall not be less than 0 3m。

Article 14 charging and blasting are not allowed under any of the following circumstances:

first, when the roof control distance of the mining face does not conform to the provisions of the operating procedures, or the support is damaged, or there is an umbrella eave

II. Before charging and blasting, the shooter must check the gas. If the gas concentration in the air flow within 20m near the blasting site reaches 1%

III. within 20m of the blasting site, more than 1/3 of the roadway section is blocked by tramcars, uncleared coal, gangues or other objects

IV. abnormal conditions, sudden high and low temperatures, significant gas emission, loose coal and rock, penetrating the main roof, etc. are found in the blast hole

in case of any of the above conditions, it must be reported to the team leader and handled in time. Before proper treatment, the shooter has the right to refuse to charge and conduct blasting

Article 17 before each blasting operation, the shooter must use a resistance detector to check the full resistance of the electric blasting circuit. It is strictly forbidden to discharge with the blaster to detect whether the electric explosion circuit is connected

all mines must manage and issue the blasters in a unified manner. Regularly verify the performance parameters of the blaster and conduct explosion-proof inspection. Those that do not meet the requirements are not allowed to go down the well for use

Article 18 the blasting bus and connecting wire must meet the following requirements:

first, the blasting bus that meets the standard should be used for underground blasting in coal mines

II. The pin line and connecting line of electric detonator, and the joint between pin line and pin line must be suspended in the air and shall not contact with any object

III. during the excavation of multi head roadways, the blasting bus shall be used and hung at the same time, so as to avoid the wrong connection of the blasting bus. It is forbidden to use fixed blasting bus

IV. blasting bus, connecting wire and electric detonator pin wire must be tightened and hung mutually, and shall not contact with conductors such as track, metal tube, metal, steel wire rope, scraper conveyor, etc

the blasting bus, cable, wire and signal wire should be hung on both sides of the roadway respectively. If it must be hung on the same side, the blasting bus must be hung under the cable and should be kept at 0 Suspension distance above 3M

v. only insulated bus single circuit blasting is allowed, and it is strictly prohibited to use track, metal pipe, metal, water or earth as a circuit

VI. before blasting, the blasting bus must be twisted into a short circuit

Article 19 the shooter must leave the blasting site at last and blast in a covered and safe place. The distance from the shield site to the blasting working face shall be uniformly stipulated by the Mining Bureau (company)

Article 20 before blasting, the connection of the foot line can be carried out by the specially trained team leader with the assistance of the shooter. Blasting bus connection pin line, inspection line and power on work, only one person is allowed to operate

before blasting, the team leader must count the number of people and issue the blasting order only after confirmation

after receiving the blasting order, the shooter must first send out the blasting alarm signal and wait at least 5S before electrifying and detonating

the blast hole of charge must be blasted on duty. Under special circumstances, if the charge hole that has not been blasted is left on duty, the gunner on duty must hand over the situation to the next gunner on site
